MOREnet Announces FY16 Fees

Thanks to your participation, your MOREnet consortium remains strong and continues to grow in both membership and bandwidth capacity year over year. As your technology partner, we remain committed to our cost-recovery approach and to keeping our annual service fees as low as possible as we provide the services you value most.

Network Connectivity

During fiscal year 2014, member tail circuit capacity grew by a record 48 percent, outpacing the previous year’s 44 percent growth and the current year’s growth is on target to exceed FY14. More and more schools are making the leap to gigabit connectivity sooner than anticipated as they continue to enhance and expand their local technology initiatives and device adoption. With the ever-increasing demand for connectivity to meet teaching, learning and public service commitments, we are investing significantly in our backbone to support this continued growth. Some portions of our backbone will soon enjoy double the capacity of today as we lay the foundation for the next generation of services. For FY16, due to the investments being made, the Network Connectivity and Managed Connection fees will remain the same as FY15.

Full and Basic Membership Services

Over the last eighteen months, we have welcomed 45 new members that are now benefitting from the same essential services and peer networking that many of you have valued for nearly 24 years. These additional members also strengthen the power of the consortium for every member. Access to the statewide Online Resource licenses remains a particularly valuable member benefit, enabled through the MOREnet Consortium. This service offering saves each member thousands of dollars annually, as compared to purchasing the licenses on your own.

As you may or may not know, REAL Program funding via the Missouri State Library has historically funded the statewide purchase of the databases for all members, but that funding is currently withheld for FY15 and is not in the Governor’s recommended budget for FY16. As a result, to help offset the loss of that funding and to ensure we are able to continue to provide access to the online resources you value most, MOREnet is implementing a phased-in fee increase for our Full and Basic Membership Service Packages (MSP) over the next three years. This phased-in approach will temper the impact to your annual budget so you may plan accordingly. Of course, MOREnet will monitor the current legislative session carefully for any potential REAL Program funding changes between now and July 1 and will work with the State Library and the MOREnet Council, as necessary. Members with existing 3-year MSP term packages, thus locked-in pricing, will not be impacted by an increase until their current MSP term expires.

FY16 Online Resource Renewals

Through an electronic survey administered last fall, all resources were deemed of value; however, survey respondents across the board expressed the greatest value for retaining access to EBSCO and Learning Express Library resources. Thus, MOREnet plans to renew these databases for FY16. At this time, given budgetary constraints and member survey feedback, we do not plan to renew Gale or HeritageQuest for FY16. We are negotiating an optional member purchase price for the Gale Discovering Collection and Business Insights resources and we are actively working with the library member community to seek direct member funding that could make HeritageQuest available to all or deeply discounted for those who rely on the service. We hope to have additional information about HeritageQuest to share with members by the end of February.
